Hello Andy
I've received the same model of usb blaster than you have. The problem was that VCC must be connected in this model. If you want try again connect the red wire to the pin 4 (as the diagram in the first message of this thread) and repeat all the process.
I got mine working using the Raspberry PI method. I had an older Raspberry PI B with a 26 pin GPIO. Worked like a charm. I would perfer esta method if I mess it up in the future.

Mine old had only 18f14k50 chip, while Andy and the new mine also has the LC244A. Is that to save 3.3V regulator what they do is feed the buffer with 3.3V pin ZX-One, so that the cable has mixed feeding (pic USB and buffer RPI).
It is not necessary differentiate both blasters since the old have nothing connected to VCC. Therefore with the same cable (connecting also VCC) operate the two blasters.
The problem with reading the chip, is the numbers are so darn small, it's nearly impossible to read without some great magnification. Something my poor eyes have a hard time doing.

I bought a second one like yours. The problem was the VCC line. Raspberry method also works, but is very slow. If you want to start learning FPGA, the USB Blaster is a good cable.

I might try on programming FPGA if I get a second Uno. I'm not in a spot to do that anytime soon. I want to keep my current one for my retro box.
